James Cantwell, CPA, MST, RFC
President
Jim Cantwell, who has been a practicing certified public accountant since 1979, specializes in providing financial and tax planning for retirees and those who are getting ready to retire. Jim is a Certified Public Accountant and has a Masters Degree in Taxation. He also holds the designation of Registered Financial Consultant. He continues his career-related education to stay on the cutting edge of industry developments so that his clients receive comprehensive and up-to-date advice and service.
“I review the overall financial situation of each client, taking into account individual goals and objectives, while focusing on areas such as retirement planning, tax planning, asset management, risk management and education planning. I develop a financial plan that analyzes and recommends ways to achieve these financial objectives. As a Registered Investment Advisor, I have a fiduciary responsibility to put the client’s needs first.”
Jim has been recognized by several professional organizations including the International Association of Financial Planners and the Maryland Association of Certified Public Accountants. He is licensed to sell life insurance in Maryland and to offer investment solutions in Maryland, Virginia, Washington D.C., Pennsylvania, Georgia and Florida.
Jim earned a Bachelor of Science Degree from Mount St. Mary’s University where he graduated with honors in 1977. Since then he has worked in both the public sector and later in private practice. More recently, Mr. Cantwell received his Masters Degree in Taxation from American University in Washington, D.C. During his career, he has personally completed over 10,000 tax returns for individuals, small businesses, trusts and estates.
The founder of an affiliate company, Tax Savers, Inc., a tax coaching service, Jim is an active member of the Maryland Association of Certified Public Accounts and the Maryland Society of Accountants. He keeps abreast of current developments in his field to ensure his clients receive up to date advice and service. Because of his expertise in the tax field he has been asked speak on business radio and frequently speaks at public seminars on related topics. In his leisure time he enjoys working out, swimming, travel and attending conferences. He resides with his family in Beltsville, Maryland.
 Victor S. Manlapaz, RFC
Registered Investment Advisor
Victor Manlapaz has been in the financial services industry for over 14 years, having started his career as a stockbroker – something he’d wanted to do since high school. It was his desire to align that work with tax and financial planning that brought him to Cantwell Financial in 2003.
A firm believer that “it’s not how much money you make, but how much of it you keep” that’s important, Victor is committed to helping clients reduce their tax liability and carefully plan their financial futures. Victor holds FINRA Series 7 General Securities Represnetative, FINRA Series 63 Uniform Securities Agent State Law, FINRA Series 24 General Securities Principal, FINRA Series 52 Municipal Securities Representative and FINRA Series 65 Uniform Investment Advisor Law licenses as well as being licensed in the state of Maryland to sell life and variable annuity insurance. He holds a BA in Economics from the University of Maryland.
In his spare time, Victor enjoys golfing, traveling and spending time with his family.

Office Manager
Judy Cantwell joined the firm in 2006 as Office Manager. Judy studied accounting in her native Taiwan and spent five years in customer service for a local restaurant. She brings a dedication to always putting the client first and ensuring that their needs are met quickly and efficiently. In addition to serving clients and keeping the office running smoothly, Judy is a skilled tax assistant.
